Krizi emek a\u00e7\u0131s\u0131ndan yorumlayabilir misiniz?<\/p>\n<p>N.C. &#8211; Mali ak\u0131\u015flar\u0131n serbestle\u015fmesinin s\u0131n\u0131rlanmas\u0131 &#8221;neoliberal politikalarda bir ayarlama&#8221; olarak tan\u0131mlanmamal\u0131d\u0131r. Hatta bu geli\u015fme, neoaliberalizmin, yani &#8221;Washington Uzla\u015fmas\u0131&#8221; n\u0131n \u00e7ok \u00f6nemli bir boyutunun tersine d\u00f6nmesi olarak tan\u0131mlanmak durumundad\u0131r. Asl\u0131nda &#8221;neoliberal&#8221; kavram\u0131n\u0131n kendisi de olduk\u00e7a sapt\u0131r\u0131c\u0131d\u0131r. Bu ak\u0131m yeni de\u011fildir. \u00d6rne\u011fin, iki y\u00fczy\u0131l \u00f6nce, \u0130ngiltere&#8217;de y\u00fcksek d\u00fczeyde korumac\u0131l\u0131k ve devlet m\u00fcdahalesi politikalar\u0131 uygulan\u0131rken, neoliberal politikalar Hindistan&#8217;a dayat\u0131lm\u0131\u015ft\u0131r.<!--more--><\/p>\n<p>Bu genelleme, birinci d\u00fcnya ve \u00fc\u00e7\u00fcnc\u00fc d\u00fcnya aras\u0131ndaki bug\u00fcnk\u00fc durumun neden ortaya \u00e7\u0131kt\u0131\u011f\u0131n\u0131 da a\u00e7\u0131klamaktad\u0131r. \u00d6rne\u011fin ABD, ekonominin dinamik sekt\u00f6rlerinin tam merkezinde yer alan devasa bir devlet sekt\u00f6r\u00fcn\u00fc de i\u00e7erecek bi\u00e7imde serbest ticaret ilkelerini radikal olarak ihlal etmektedir. Bunu s\u00f6ylerken \u00f6rne\u011fin GATT (Tarife ve Ticaret Genel Anla\u015fmas\u0131) sekretaryas\u0131nca 1980&#8217;lerde &#8221;serbest ticarete s\u00fcrd\u00fcr\u00fclen sald\u0131r\u0131&#8221; olarak k\u0131nanm\u0131\u015f olan Reagan d\u00f6neminde d\u0131\u015fal\u0131mlara uygulanan engellerin etkin olarak iki kat\u0131na \u00e7\u0131kar\u0131lmas\u0131 \u015feklinde uygulanan g\u00fc\u00e7l\u00fc korumac\u0131l\u0131\u011f\u0131 bir yana b\u0131rak\u0131yorum.<\/p>\n<p>Bu anlamda kimse yan\u0131lsamalara d\u00fc\u015fmesin. Serbest piyasa politikalar\u0131 geleneksel olarak iki bi\u00e7imde uygulan\u0131yor. Piyasa disiplini g\u00fc\u00e7s\u00fcz ve zay\u0131f olanlar i\u00e7in ho\u015f kar\u015f\u0131lan\u0131yor, ama zengin ve ayr\u0131cal\u0131kl\u0131 olanlar g\u00fc\u00e7l\u00fc koruyucu devletin kanatlar\u0131 alt\u0131nda beslenmeyi istiyorlar. Mali ak\u0131\u015flar\u0131n hareketlili\u011fi a\u00e7\u0131s\u0131ndan 2. D\u00fcnya Sava\u015f\u0131 sonras\u0131 Bretton Woods sistemi, serbest ticaret ve sermaye ak\u0131\u015f\u0131n\u0131n sabit kur oranlar\u0131yla kontrol\u00fc \u00fczerine \u00e7abalara dayanmaktayd\u0131. Bu sistem 1970&#8217;lerin ortalar\u0131ndan ba\u015flayarak, Nixon ve di\u011fer mali merkezlerin de kat\u0131l\u0131m\u0131yla ortadan kald\u0131r\u0131lm\u0131\u015ft\u0131r. \u0130\u015fte bu geli\u015fme, \u015fu anki &#8221;neoliberal&#8221; d\u00f6neme yol a\u00e7t\u0131.<\/p>\n<p>Bu d\u00f6nemin \u00f6zellikleri aras\u0131nda al\u0131\u015f\u0131lmad\u0131k \u015fekilde d\u00fc\u015f\u00fck b\u00fcy\u00fcme ve verimlilik; toplumsal s\u00f6zle\u015fmenin ortadan kald\u0131r\u0131lmas\u0131; \u00e7o\u011funluk i\u00e7in gelirlerin d\u00fc\u015fmesi veya sabitle\u015fmesi, artan e\u015fitsizlik; \u00e7ok zenginlerin kendi sekt\u00f6rlerinde b\u00fcy\u00fck k\u00e2rlar; piyasalar\u0131n artan bir durumda \u00f6nceden kestirilememesi ve k\u0131r\u0131lganla\u015fmas\u0131 bulunmaktad\u0131r. \u00c7ok eskiden beri iyi bilindi\u011fi gibi, mali piyasalar &#8221;paniklere, \u00e7\u0131lg\u0131nl\u0131klara ve \u00e7\u00f6k\u00fc\u015flere&#8221; konu olmu\u015ftur ve b\u00fct\u00fcn bu unsurlar mali piyasalara &#8221;neoliberal&#8221; liberalle\u015ftirme politikalar\u0131 dayat\u0131ld\u0131k\u00e7a s\u0131kla\u015fmaktad\u0131r. Ge\u00e7en yaz k\u00fcresel bir \u00e7\u00f6k\u00fc\u015f\u00fcn olaca\u011f\u0131na ili\u015fkin tehdit alg\u0131lamalar\u0131 ortaya \u00e7\u0131km\u0131\u015ft\u0131r ve uygulanan politikalar sadece al\u0131\u015f\u0131lm\u0131\u015f kurbanlara de\u011fil, ayr\u0131cal\u0131kl\u0131 ve zenginlere de zarar vermeye ba\u015flam\u0131\u015ft\u0131r. Buna uygun olarak, &#8221;post-Washington uzla\u015fmas\u0131&#8221; \u00e7er\u00e7evesinde, bir bi\u00e7imde sermaye kontrollerinin yeniden getirilmesine ili\u015fkin konu\u015fmalar duyuluyor. Bu vergiden beklenilen, uzun d\u00f6nemli sermaye hareketlerini \u00f6zendirmesi, \u00e7ok s\u0131k yer de\u011fi\u015ftiren spek\u00fclatif sermaye hareketlerini ise cayd\u0131rmas\u0131d\u0131r) gibi \u00f6nerilmi\u015f kontrollerin nas\u0131l i\u015fleyece\u011fini kestirmek \u00e7ok zordur. Bu yakla\u015f\u0131mlar, kesinlikle denenmeye de\u011fer olmas\u0131na kar\u015f\u0131n, yine de sorunlar bana \u00e7ok daha derindeymi\u015f gibi geliyor.<\/p>\n<p>\u00c7al\u0131\u015fan insanlar\u0131n bak\u0131\u015f noktas\u0131ndan, Bretton Woods sonras\u0131 sistem b\u00fcy\u00fck \u00f6l\u00e7\u00fcde bir felaket getirmi\u015ftir.<\/p>\n<p>ABD hane halklar\u0131n\u0131n y\u00fczde 80&#8217;inin geliri 1973&#8217;ten d\u00fc\u015f\u00fck olmas\u0131 bir yana, &#8221;yeni ekonominin&#8221; ba\u015flang\u0131\u00e7 noktas\u0131 say\u0131lan 1989&#8217;dan da d\u00fc\u015f\u00fckt\u00fcr. En yukar\u0131daki y\u00fczde 10&#8217;un alt\u0131ndaki gelirlerin &#8221;ekonomik y\u00fckselme&#8221; (boom) d\u00f6nemindeki net de\u011feri ger\u00e7ekte d\u00fc\u015fm\u00fc\u015ft\u00fcr. G\u00f6klere \u00e7\u0131kar\u0131lan &#8221;peri masal\u0131 ekonomisi&#8221; en zengin az\u0131nl\u0131k i\u00e7in m\u00fckemmelken, geri kalanlar i\u00e7in hi\u00e7 de b\u00f6yle de\u011fildir. Bu yoksulluk, makroekonomik \u00f6nlemlerle de b\u00fcy\u00fck \u00f6l\u00e7\u00fcde artt\u0131r\u0131lm\u0131\u015ft\u0131r. B\u00fcy\u00fcme, durgun 1970&#8217;ler ve 1980&#8217;lerden d\u00fc\u015f\u00fckt\u00fcr. Ki\u015fi ba\u015f\u0131na gayrisafi milli has\u0131la art\u0131\u015f\u0131 OECD ortalamas\u0131ndad\u0131r ve i\u015fsizlik oran\u0131, \u00f6zellikle b\u00fcy\u00fck cezaevi n\u00fcfusunun resmi istatistikleri y\u00fczde 2 artt\u0131rd\u0131\u011f\u0131n\u0131 da d\u00fc\u015f\u00fcn\u00fcrseniz y\u00fcz a\u011fart\u0131c\u0131 de\u011fildir. D\u00fcnyan\u0131n b\u00fcy\u00fck bir kesimi i\u00e7in iki ucu keskin serbest piyasa silahlar\u0131 \u00e7ok zararl\u0131 olmu\u015ftur.<\/p>\n<p>&#8211; Gelinen noktada g\u00fcney \u00fclkeleri a\u00e7\u0131s\u0131ndan durum nedir?<\/p>\n<p>N.C. &#8211; \u00d6neriler a\u00e7\u0131s\u0131ndan bak\u0131nca, sermaye ak\u0131\u015flar\u0131n\u0131n serbestle\u015fmesini engelleyecek, ara\u015ft\u0131r\u0131lmas\u0131 gereken k\u0131sa d\u00f6nemli \u00f6nlemlerin bulundu\u011funa inanm\u0131yorum. \u00d6rne\u011fin, Tobin Vergisi ya da \u015eili&#8217;de uygulanan k\u0131sa d\u00f6nemli yat\u0131r\u0131m\u0131 cezaland\u0131rma sistemi denenebilir. Herkes g\u00fc\u00e7l\u00fc bir devletten yana. Soru, bu g\u00fc\u00e7l\u00fc devletin kimden yana olaca\u011f\u0131d\u0131r. Durum, vergi oranlar\u0131n\u0131n ilerleyen oranlarda art\u0131r\u0131lmas\u0131, toplumsal, altyap\u0131sal harcamalar\u0131n y\u00fckseltilmesi yan\u0131nda, kaynaklar\u0131n verimli kullan\u0131m\u0131 yoluyla olduk\u00e7a d\u00fczeltilebilir. Kaynaklardan s\u00f6z ederken, \u00e7ok da uzun olmayan bir gelecekte ekolojik krizlerin son derece ciddi durumlar yaratabilece\u011fini vurgulamak da istiyorum.
